Enquiring or Making a Complaint to
the Equal Opportunities Commission (EOC)

Suggested Steps

1. Check Whether Your Situation Is Covered by the Disability Discrimination Ordinance (DDO)

  • Examples may include being dismissed from work, refused admission to study, asked to disclose medical history, or being socially excluded because of your mental health condition.

  • You may first call the hotline for an initial enquiry. The EOC staff will help you make a preliminary assessment of whether the situation may involve a possible breach of the law.

2. Complete the Official Complaint Form

  • You can download the Complaint Form from the EOC website, or request to receive it by post or submit it in person.

  • The form usually includes information such as your personal details, a description of the incident, and the outcome you hope to achieve.

3. Provide Supporting Documents (if available)

  • This may include company emails, conversation records, medical certificates, or written statements from others.

  • Please note that you may still submit a complaint even if you do not have supporting documents.

4. Wait for Processing and Follow Up

  • The EOC will review your submission and decide whether to accept the complaint.

  • If the complaint is accepted, mediation between both parties may be arranged.

A Gentle Reminder

  • The complaint process can be emotionally demanding. It may be helpful to seek support from someone you trust while going through it.

  • If you feel pressured about the mediation process, you can express your concerns to the EOC staff in advance.

Additional Suggestions:

  1. Write a draft first and discuss the tone and wording with someone you trust, such as a legal adviser or supporter.

  2. Keep records of all communication, including emails, call notes, and reply letters.

  3. Be mindful of your emotional state. Do not force yourself to act immediately. You can take one step at a time.

  4. If you are worried about retaliation or wish to protect your identity, you may ask whether it is possible to use a pseudonym or request anonymous handling.
